Stronger hair
I recently highlighted my hair so it is really damaged, I've been using Shu Uemura rice water treatment for two weeks and I have noticed my hair is stronger and shiny. It's not a sudden change you need to use it regularly.

Nice scent, but I didn't see any textural hair improvements
I'm always hoping to find a new holy Grail product for my hair, and have heard people talk about rinsing their hair with rice water to improve the texture, so was excited to try to this Shu Uemura strengthening tonic. After sampling it, I don't think it's for me, but maybe it would be more beneficial for a different hair type.
I liberally spray my hair with it after towel drying for 2 weeks. The treatment has a nice light scent, faintly clean powdery - distant memories of Loves Babysoft spray, if you know what that smelled like.
I didn't notice any improvement after 2 weeks of use, and feel like the ends of my hair aren't as soft as they are when I used one of my other typical leave in hair products. The hair near my scalp feels dirtier more quickly, and makes me want to wash my hair one day sooner than I otherwise would.
I can't say for certain that the tonic treatment isn't making my hair strands stronger in the long run, but as far as day to day texture and appearance goes, this product was a miss for me.

Healthier hair
As someone with low prosity hair I like how light this product is and how it doesn't cause any build up. The hair around my hairline is very thin and prone to breakage this has helped a lot and visibly Improved hair density in that area.

Makes your hair soft and shiny.
The product smells fantastic, makes your hair soft and shiny. Be careful not to overspray as it can make your hair oily but a little on the ends makes a huge difference.
